W Quality of Place Furthermore, I had adopted a philosophy over the years that I believed would lead to early success in Vestavia Hills. What's my philosophy? That economic development is a simple equation of creating or enhancing a quality of place by utilizing partnerships and relationships. With this philosophy clearly in mind, along with the unwavering support of our elected officials, we established what it means to create this quality of place. Four items define what this means: 1. Creating a built environment that has long-term value. 2. Enhancing and focusing on natural resources. 3. Creating places that are unique and have pedestrian orientation. 4. Establishing a collective vision that guides and illustrates what quality of place is all about. Vestavia Hills is well on its way to institutionalizing this thought process. It can be seen in the construction of a new City Hall with timeless architecture. The new facility will create areas that will be the home for community activities, allow pedestrian activity, embrace some of the best mountain horizon views in the area and will definitely serve as a catalyst for the redevelopment of Highway 31. The same philosophy can be seen in the refocused effort to re-envision Economic Development Creating a By Jeff Downes, City Manager When I was hired as the City Manager of Vestavia Hills in July 2013, the Mayor and City Council made it clear that economic development should be my top priority in the new position. I had spent the pre ears with the City of Montgomery, performing a variety of tasks associated with City government, but economic development is my passion.
